I seem to remember reading somewhere that epoxy could be colored
with the addition of water-soluable paint from an artist's supply. Does
this sound accurate or is my memory up to no good again?

I've never used them, but I believe these dyes are called aniline dyes,
and that one can acquire them in powdered form. Water is not a good
thing to add to epoxy.

Try System Three's Web site and/or a publication they will send to you
along with a test kit of resins and fillers for only $10. S3:
