[Paddlewise] replace paddlefloat with type II PFD

I have a solid paddlefloat that I use mainly to reenter and roll
when I am _extremely_ tired and my rolls fail. Then, reading the
Palm PFD thread I thought of a better option.

A type II PFD can be folded in half to work as a paddlefloat, and
it would also be useful to help in the rescue of injured
or very exhausted people who can not keep their head out of the water.

It also fulfills the legal requirements regarding PFD's.
