>From my experience, people who send email with html commands in it do it by accident, 
because they have mistakenly set something in their mailers that causes the commands to 
show up in the email sent out.  I don't think anyone does it on purpose.  From my 
experience they also don't realize they're sending garbled emails.  I've found that the 
most helpful response is a polite off-line note to them pointing it out, and suggesting 
that they check the settings on their mailer.

As far as I know my mail software doesn't do that, so I'm afraid I can't advise on what 
the settings are.
