I don't think anyone does it on purpose. From my experience they also don't realize they're sending garbled emails. I've found that the most helpful response is a polite off-line note to them pointing it out, and suggesting that they check the settings on their mailer. As far as I know my mail software doesn't do that, so I'm afraid I can't advise on what the settings are.
