Here are some of my thoughts on teathers etc for SEA Kayaking.

The problem is separation of boat and paddler, and paddle.
Why do they separate?
The boat responds mostly to the wind and the paddler will
stay with the water/current.

A small sea anchor will make the boat stay with the water,
then even if the paddler looses hold of the boat they both
stay fairly close together.

The sea anchor also is very usefull for resting or sitting 
out storms, etc.

Consider a sea anchor and rigging it to deploy automatically
if the paddler and boat separate by more than a few feet.

NEVER use a sea anchor in white water unless you want to 
try for the Darwin Award.
