Re the ICOM question, the ICOM M15 is "waterproof" and "submersible",
according to the Defender catalog. Looks like the M1 is "waterproof",
probably to the CFR spec. Does not appear to have the "weather alert"
feature. But the M15 is a little pricier than Apelco --- Defender has
     it at $329.95 US.

Icom now says the Icom IC-M1 meets JIS-7 standards (withstands
submersion for 30 minutes at depth of 1 meter). This has been borne
out by independent testing. On the same trip on which Bill Newman
had rusting batteries in his Garmin, he carried his Icom IC-M1
unprotected, and had no problems whatsoever. Also, it does have an
auto weather alert function during standby or while scanning.

I just ordered one for myself on sale for $239 at Boat/U.S. Marine.
It was one of the two most compact VHF radios in the display case.
The other one, a Uniden model, was a little shorter and a little
wider.
