     Your observations are the same as ones I sent to Fred off-list; any   of
     the "submersible" and the "waterproof" VHFs are likely to have the
     stuff he wants --- weather alert, scan features, etc.  And, at
     $264.90, the "submersible" Apelco 520 still looks good, too.

Apparently Icom changed the rating to JIS-7 after independent testers
(Practical Sailor magazine in particular) gave it an immersion test.
I don't know that the product itself changed any. For a product

One thing that makes the IC-M1 so waterproof is that the battery pack
is an independently sealed clip-on, so the user never has to open the
radio. The battery pack connects electrically to the radio through a
couple of gold-plated contacts, which should be very corrosion-resistant.

According to the ICOM Web site, the IC-M1 was rated the #1 waterproof
VHF handheld radio by both Powerboat Reports and by Practical Sailor,
November 1996, and a best buy among VHF handhelds by Powerboat Reports,
January 1998.
