I have a VHF made by Standard. I have both the NiCad and Alkaline battery packs. It claims to be water proof but I keep it in one of those water proof bags from West Marine when it sits on my deck. I have not had a problem with my NiCad batteries. You are supposed to let the batteries discharge fully before recharging them. If you are always putting them back on the recharger you will have the problem I think you're describing.
