If you get the pump through GRO it comes with the thru-hull hardware as
well as the tubing and clamps needed.  It does have an internal spring.
I like to put the thru-hull fitting on the deck, just short of where the
deck begins to curve towards the hull.  Most commercially installed rigs
generally install fairly close to the water line.
