I recall a famous photo of him in his kayak at the demo beach for the LL Bean Sea Kayak Symposium in which Derek is back paddling away from a Bean person who is wading out and waving a PFD for him to put on (or maybe Derek was trying to swat the guy with his paddle, nothing like making a tall tale out a true story :-)). Symposiums require you wear one on demo beaches and for instruction. Derek is no fool and will accomodate himself to local native customs.
