Most government produced maps are in the public domain.  For example
there are no copyright restrictions at all on USGS topo maps.  I assume
NOAA is the same -- though I have no personal knowledge of this.

Yes NOAA charts are public domain and *can* be reproduced.  One comment is be
careful if you are making a Black and White copy.  The colors of land, tide
land and water depths are important.  Once I had a hard time following a B&W
chart at low tide!  :(
