If you don't mind doing a short portage, Smith and Bybee lakes in North PDX are quite nice and free of power boaters. The put-in is off Marine drive (west of I-5)and there's a pretty good map of the lakes posted in the parking lot. The portage is only 50 feet and can be avoided if you caddie your boat along the nature trail east of the parking lot.
