I'm glad that the discussion about this issue is playing its rounds.

Now for action.  Once again, if anyone would like to respond to the Coast
Guard re: this proposed ruling, and would like to obtain a draft
letter/language to work with, I would be happy to email my draft text to
anyone who emails me requesting it...
