Ed,
I went through this too.  Stretch before you get  in the boat.  Set you pegs
so your legs are bent and knees almost touch the uppers of the boat.  Then
stretch again.  While paddling, MOVE YOUR TOES constantly.  Also shift
positiion occasionally.  Do not hesitate to stop, get out and stretch.  Your
bod is not used to sitting like this so it will take a bit of time to get used
to it.
It took me a season to get through is.  I now have my pegs so my legs are
tight against the boat.  
If I try this in someone elses boat, my legs fall asleep in a minute.  Don't
worry, your not doing anything wrong...just take time and stretch.
