Apparently someone went offshore in a kayak, and figured they didn't need to wear their PFD. Yes, Gulf waters are warm, but you can still drown, especially if you are several miles from land, which apparently the guy was. Not sure what kind of kayak it was, or what other circumstances were involved. The Houston Chronicle reported that PFD and water bottle were attached to the boat.
