No, that *is* the message. (It's certainly mine, and I'm one of the people who responded, so "in all cases" is dead wrong.) There's no reason not to have your PFD on all the time -- which is what I do, by the way, and I'm on the water 300+ days a year under all sorts of conditions -- including multi-hour racing workouts in the middle of the day during the summer.
