Doesn't matter, though a saw would probably be faster and allow you more
control.  A jigsaw with a carbide grit edge blade will work.  Blades
usually available at Ace Hardware, maybe True Value and similar stores.
Often come in several grit sizes (coarse, medium, fine), any will work.
Smooth the edges with a file and then sand with a small piece of 100 grit
sandpaper when you're done.  

2) Should I recoat the

Don't bother to coat, it's a waste of time and material.  Remember that
it's fiberglass and all the dust will be itchy stuff.
