I agree, plastic is cheap, and apropos for the very few times I might
use a VBL.  Probably more susceptible to puncture than fabric, though.

I made my present VBL by taping one and a fraction emergency space
blankets into a bag shape. (One was just a tad small.) It has held
up well over the years, but is a bit noisy if you move around much.

Use plastic electrician's tape. The adhesive in duct tape tends to dry
out over time, and I don't know how well it holds up at subzero (F.)
temperatures.
