Options.  

A good drysuit with built-in latex booties; thick polypro or ragg socks
underneath.  

Seal-Skinz socks over similar insulation layer --- get the "over the calf"
height to keep bilge water or waves from flooding them.  (Lots of catalogs
carry this brand.)  

And Chota/Akona fleece-lined three mil neoprene socks; e-mail,
<ChotaAkona_at_aol.com>.

For all three, you need some protective footwear over the bootie or sock;
Chota has some very interesting designs.
