My feeling is that neck rings work great for the scenario mentioned below. Rolling with the kind of neck ring I use, a 1 inch or so diameter rubber tube, produces leakage of a few cups or maybe a quart of water. Even a gallon or two of water wouldn't be lifethreatening in any way, unless you are wearing sodium underwear. Of course, if the neck ring was hard to remove, then an extended amount of water could enter the suit and cause potentially serious problems. But the neck ring I use is so easy to disengage by pushing it inside the latex collar. Yes it is still around your neck, but so is the latex. When paddling in rough conditions where a flip is possible, remove the neck ring. When paddling in calm conditions, wear it if desired. So simple.
