There is a group that does a similar type of function on the Tualitin River (Oregon). It's called something like "RiverWatch", or something similar (I think). Basically you sign up, I think you get a newsletter, and when kayaking the river you are supposed to watch for polluters and the like. There is some notification method if you see something. Obviously I don't remember much about the group. Does anyone know more details about them?
