I have been thinking about doing the same thing at a local community college.
There is someone there already offering for credit SCUBA diving courses.

The main advantage I see in Sea Kayaking is that it can satisfy
not only the physical education requirement, but the ethnic requirement.
My idea is to teach the ways and culture of the Inuit around kayaking,
and maybe have the students build a skin on frame kayak. Then there would
be pool practice sessions, and three weekend outtings per quarter.
