[Paddlewise] Aquaseal for cementing nylon to nylon?

I need to add [nylon-backed] velcro to a nylon spray skirt at a spot
that I cannot sew through (in vicinity of a bolt rope).  Is Aquaseal the
cement of choice?  Any tips?  Should I use that Cotol stuff too?
