One device that I've found helpful in this part of the world (Texas, OK and Arkansas) is a portable NOAA weather band radio. It's small, light and uses a single 9 volt battery. It picks up the local NOAA weather bulletins which have daily and extended forecasts as well as special alerts. (I picked it up at Radio Shack for less than $25.)
