Them jet ski thingies you are talking about are called snow-mobiles
(don't try to hang them over the babies crib, though) or ski-doos.  They
actually came out before the jet ski's.  I guess the folks wanted to
practice in a place where they wouldn't drown if they fell off.  Then
they started taking them ski-doos across short stretches of water.
There was even talk at one point of putting sp*****ns on them!!  I guess
eventually they wore out them skis on the front, because they kind of
stopped using them.  Then they wised up enough to put floatation in
them, and it went downhill (down river?) from there.  But they still
keep the "training machines" around and use them during the winter, it
takes a lot of practice to be that annoying!
