If your are doing a scoop rescue, the victim does not have the capacity
of doing a hip snap, nor anything else.  

All you can do is to have someone stabilize the victim's boat, once s/he
is in, while you make sure that the victim can breathe. Then pump the
water out of the boat, hold the victim and his/er boat, and direct
others to set up a tow train.
