One easy and effective way is to get a flat (envelope style) nylon mesh bag
nominally 12" by 18" --- 30 cm by 45cm? --- and cut a piece of 3" --- 7 cm?
--- closed cell foam to fit tightly inside the bag.  Dig a slice into one end
of the foam to accomodate your entire paddle blade, and use the drawstring
(with some sort of clip at the end to tie it off) to wrap around the shaft and
secure the whole mess.  Makes a good, solid float.  Bags are available
anywhere --- foam from outfitters.  Should cost less than $10 retail for the
lot.
