An awful lot depends on where you're going, what you're going to be doing, how long, what the conditions are, and so forth. For instance, if I'm going out for a routine one-hour exercise paddle after work on a quiet lake on a summer evening, I don't take much -- just paddle, PFD, leg pad, hat, and the boat, along with emergency glucose tablets (I'm diabetic) and a little water. But it builds from there. Frequent additions are spray skirt, camera, better snacks, paddle float, spare clothes. In cooler weather, warmer clothing/protective gear, up through wet suit, neoprene gloves and booties, but this usually doesn't kick in until the combination of water and air temperature add up to less than 100.
