An awful lot depends on where you're going, what you're going to be 
doing, how long, what the conditions are, and so forth. 

For instance, if I'm going out for a routine one-hour exercise paddle
after work on a quiet lake on a summer evening, I don't take much -- just 
paddle, PFD, leg pad, hat, and the boat, along with emergency glucose 
tablets (I'm diabetic) and a little water.

But it builds from there. Frequent additions are spray skirt, camera, 
better snacks, paddle float, spare clothes. In cooler weather, warmer 
clothing/protective gear, up through wet suit, neoprene gloves and 
booties, but this usually doesn't kick in until the combination of water 
and air temperature add up to less than 100.

As I said, it depends.
