> I believe that the "canals" you are referring to are the San Antonio 
River which has been controlled by locks etc.  It is real nice to have a 
margarita on the Riverwalk, but they have banned private navigation of 
that part of the river.  The details of how they legally accomplish that 
are a little murky to me.
