John,

This is interesting. What do you do with your paddle while you're
underwater, upside down putting on your skirt. When I'm above water,
rightside up, it take me two hands to put the skirt on.

Is the paddle tethered or under deck bungies or ????

I don't know about John, but when I practice this skill, I put my
paddle under my deck bungies. I use a Greenland paddle, which is easy
to slip under -- and out from under -- deck bungies. I also put the
paddle under the bungies when I want an underwater photo. (Put paddle
under bungies, capsize, remove camera from under PFD, take picture,
put camera back under PFD, remove paddle from under bungies, and roll
up.)

Bill;
Tuck the paddle up (down) under your arm, in your armpit. This will
allow you to use both hands.
