I like Chuck's answer better than mine, Bill, but it looks like most typical
handheld plastic pumps are rated between six and seven gallons per minute,
assuming you could maintain a 60 stroke per minute rate --- not easy inside
the cockpit, reaching up to do it.  The Whale "Urchin" deck pump, which is
very close to the Henderson "Chimp" deck pump and made by the same company, is
rated about nine gallons per minute at 60 strokes per minute using a one inch
hose --- your mileage may vary.

So the Henderson "Chimp Mk1" foot pump should be capable of putting a good
deal <more> bilge water than a manual pump --- and, from personal experience,
I think I could hold a 60 stroke per minute rating far easier on the foot pump
than on either a deck pump or on a hand pump.
