" Try a store that sells fly fishing equipment. I have tried on a number that seem to do what you are looking for ( except most have hoods ). I recently tried one on that was made by Columbia that was short ( ideal for wading or paddling ), waterproof/breathable, had 4 large front pockets with drain holes, and had tight neoprene cuffs and waist and a neoprene yolk around the inside of the neck. It came in sizes up to XXL, but was not overly big. If you are in the Vancouver area Ruddick's Fly shop carries them for around $200 Canadian. I keep wanting to buy it everytime I'm down there but find it hard to justify another jacket, even one that can be used fly fishing.
