Blink red lights are also seen as a no-no here in Victoria on Southern Vancouver Island because they would interfere with our navigational aids. The Marine detachment of the local RCMP and the coast guard will suggest you use lights in accordance with the Small craft regulations already used and approved by the Merchant Marine and others. He was in middle of the lake when he noticed a boat several miles away bearing down on him. When he changed course so did the boat. Eventually, when the boat had gotten much closer it suddenly veered off and went on its way and the solo kayaker continued w/o further problem. I believe the upshot was that the boat had seen what they thought might be a distress signal....a blinking white light. This, of course, was the light on the kayak's deck that was periodically obscured by passing waves. The point is that blinking light of any color is going to attract attention. Deck- mounted lights will appear to blink even in small swells; therefore, lights should be mounted as high as possible.
