Sounds to me that they are more annoyed at people tresspassing on their property and private docks. The guy with the crab- growing dealy doesn't get my sympath; but if someone pulled out a piknik basket on my lawn, I'd have them arrested and prosecuted. Course I'm a Texan and think all trespassers ought to just be shot on sight.... The creek is public. Peoples lawns are not public. How hard is that to understand? Boat docks are questionable as a matter of legalistic mumbo-jumbo; but common sense should tell someone that if they didn't build the dock themselves, and it shows no signs of state / county maintenance; then you should stay off it. Another thing that isn't so good. If there is a channel, and a power boat or other deeper draft vessel is moving along it; it would be wise and honorable for the kayaker(s) to move out of the way. Yes, I can float delicately in 6" of water over an oyster bed. Joe Schmoes power boat or sail boat can not.
