FYI
If a vessel is "constrained by draft" it has the right of way over a
vessel that is able to maneuver safely around it. So a kayak would have
to give way to a powerboat in the channel.

How hard is that to understand?
Another thing that isn't so good.  If there is a channel, and a power
boat or other deeper draft vessel is moving along it; it would be
wise and honorable for the kayaker(s)  to  move out of the way.
Yes, I can float delicately in 6" of water over an oyster bed.  Joe
Schmoes power boat or sail boat can not.<<<<<<<

    This situation sounds like two people going off the deep end....
These
kayaks must be coming from a rental.   The livery should make it very
clear
what their clients must do (or not do).  On the other hand, the
landowner
could post some no trespassing signs.
These are more neighborly things than trying to pass township
ordinances.
