This is a letter sent to a local  kayak outfitter in Victoria. It looks like the Canadian Coast Guard is 
initiating boat licensing FEE program under the guise of the WMCA. 

 THERE ARE TWO LETTERS HERE SO DON'T FORGET TO READ THE LAST ONE. I have typed them as they appeared in the letter

LETTER 1 - written Feb 19, 1999

" The Western marine Community Association  (WMCA) is the official agent of the Canadian Coast Guard for the administration of he Marine Services FEE (MSF) in the Western region.

As part of our mandate, the WMCA is assisting the Canadian Coast Guard to develop and maintain a complete database of vessels operating in the Western  Region. You have been identified as an owner/operator of one or more of these vessels. In order to assist us in our efforts, we have forwarded a fleet information form to you. Please complete this form providing details of each vessel in your fleet and return it to our office via fax or mail by March 15, 1999. If you have more vessels that will fit on a single form please make copies of the blank form. If this is inconvenient additional forms can be obtained by contact our office.

LETTER 2  - sent to outfitter Feb 18, 1999

"On June 1, 1996 the Canadian Coast Guard , pursuant to the Marine Navigation Services Fees Regulations (Section 47 of the Oceans Act) , introduced a charge for the marine navigation services it presently provides to commercial shipping in Canadian waters. A separate fee structure has been approved for each of the three geographically defined areas (Western , Central and Laurentian, and Atlantic)  to reflect the unique nature f commercial shipping activity and services provided in each region. The western region is defined in the regulations as Canadian waters west of the province of Manitoba (i.e. British Columbia, Alberta and Saskatchewan). The Western Marine Community  Association (WMCA) is the official agent o the Canadian Coast Guard for the administration of the Marine Services Fee (MSF) in this region. 

The WMCA is assisting the Canadian Coast Guard in its efforts to improve the equitable application of the Marine Navigation Services Fee. Part of this effort is to improve the database of commercial owners and operators in the Western Region. We ask tat you give the WMCA your complete cooperation by promptly completing their Fleet information form and returning it to them. "
