Our experience (as Americans) with the above mentioned refund is that it
has never amounted to enough to do us enough good to bother filling out   the
form and submitting it.  We often spend a few thousand dollars, but many
services are excluded, which is what we mostly spend money on on such   trips
to Canada.  Any others have the same experience?

We spent only a few hundred dollars on our last trip to Canada (mostly
lodging and meals), and decided the hassle of submitting the refund
application wasn't worth it.

Ontario actually discourages nonresidents from camping by charging a
fee of $10 Canadian per person per night to camp on Crown lands. There
is no fee for residents, I believe.
