Lexel is the correct spelling. It's very similar (from a non-chemist's point of view) to standard clear silicon caulk, only better. Kind of like silicon caulk on steroids<g>. I assume from the subject line that you want to use it to seal a leaky bulkhead - it should work fine as long as you clean the area thoroughly and rough up the surfaces to enhance adhesion. Others may chip in with info about other products (3M's 5200?) that might even work better than Lexel.
