Me again,

When a gasket is too tight, it is possible to stretch
it out without damaging watertightness. 

Go to a plumbing/hardware store, pick up about 3 feet
of stiff 1 inch thick hose and a two male sided
coupler.
  
 - Get the type used in the spray nozzle attachment on
your kitchen sink - 
  - Wrap it around your neck once to measure neck
circumference (no strangling). Cut the length needed
and fit it into a loop with the coupler. Wear it as a
necklace under your suit. It will alleviate pressure
from the tight latex, and can be reduced in size if it
is too loose of a fit. If you cut it too short, do it
again, this time allowing for more room. 
   Wear this on several trips about halfway up the
gasket and it will "break-in your latex without
forcing you to size up suits. 
   This adaption has saved many of my paddling
customers from incessant MC Hammer jokes. Though for
the first couple trips women might comment on your
"sexy goiter" I think if you are paranoid on the loop
look you could try storing the non powdered hoop in
the gasket.
