I've got an Apelco 520 (made by Raytheon) and like it, although I haven't 
had to use it seriously. A couple things to note: its only "submersible"
with the NiMh battery pack, not the alkaline, because of the seals (the same
thing was true of the other comparable "submersibles" when I bought this
radio). It is kinda difficult to turn on with its rotary volume on/off
switch if you keep it in a waterproof pouch. Pretty easy to use. Some on the
list have experienced problems with the battery pack in low temps; it hasn't
been an issue for me. The Standard Communications radios are also highly
regarded; you might check them out.
