This is precisely why I just bought a VHF radio, so at least maybe if they over react to the absolutely unheard of situation in Texas of a Seakayaker heading offshore, I can talk to them before they get right up on me; maybe even convince them to go away, especially if I happen to be fighting a fish! I don't know if it will work, but at least I don't have to feel guilty if they waste their time after I tell them I'm fine.
