This one has been around for some time, with many different variants,
all purporting to be the "ACTUAL radio conversation".   I saw one
with the "aircraft carrier USS Missouri", for example - but the Missouri
isn't even an aircraft carrier. 

It is, of course, an Urban Legend.  While there might possibly
be some incident that started this, the facts as given here are
just plain false.

This is an urban legend that has been going around for years. I became aware
of it again when the British kayaking magazine Canoeist published a version
of it where it was the aircraft carrier USS Missouri.  Here is the E-mail I
sent to them:

I have been catching up on your magazine and got a good laugh about the
short piece in your May 1998 issue (page 14) but not for the expected
reasons.  The USS Missouri is a retired battleship (the treaty with Japan
ending W.W.II was signed on her decks) not an aircraft carrier. I think you
owe the U. S. Navy an apology for publishing this old fable without checking
it out.
I knew I had heard the story before and I found it again today at
www.snopes.com/spoons/faxlore/lighthse.htm an Urban Legends website. You
might want to check it out.
I haven't seen about one-half the Canoeist issues since then so I hope
somebody pointed this out before now and you published their letter.
