still requires hands. foot/electric doesn't. Deck mounted henderson chimp
pumps do a similar job and have been around for ages but have gone out of
favour because you need to use your hands. 

these pumps require a bit of bodgying around, making of attachment points
(eg false bulkeads, moulded bulheads, attachments to rudder /footrest
bars), glassing, drilling of holes etc but its not hard and well worth the
effort.

It's an interesting design, Clyde, but once it's mounted, it's 
mounted.  From a look at the literature a few months ago, it 
appears to be a hardmounted "handpump", and you have to be able 
to grab the handle and pull up straight from wherever you mount it 
(in a two inch hole cut through your deck).  Dunno --- interesting, 
but I'd still rather have my hands free.

 pull up straight from wherever you mount it 

to my mind a design where you pull straight up as this has  is a step
backwards in design from the diaphragm pumps with their horizontal handle.
It has to be close to you.
