[Paddlewise] Rudder in/out of water

On the short, steep waves of inland waters, or on the outskirts of a surf
zone, this  can happen with some regularity. By being aware of this
phenomenon, you can be ready to execute a ruddering stroke with your
paddle, if necessary, as the kayak begins to crest the wave. 

It is also a point when it is easy to make a quick course correction or to
initiate a turn. If your rudder is not doing its job, then it's time to get
your mind off autopilot and be poised with your arsenal of defensive
strokes.
