        Same is true in Pennsylvania for human powered craft.  Originally
they required a light source at all times and some of their more predatory
officers had ticketed registered whitewater craft for not having one.  Now
it's only at night.  So PAF&B requires PFD and Sound signalling device and
copy of registration papers (!) with a light source at night.  A book of
matches theoretically will satisfy that requirement.
