I think even if you can't rotate your hips it still helps a lot because you block that side of your body from making an (equal and) opposite reaction to your stroke. Try taking one foot off a fixed pedal and leave one on the pedal and then paddle hard. If you don't notice much difference try it with your eyes closed so you will be less likely to be making unconcious corrections.
