I found I have the most success sticking foam or tape to polyethyene when I
clean the surface very carefully.  This is a multipart process with soap and
water, isopropyl alcohol and 220 grit sandpaper.  The pads I used to narrow
seat to fit and the reflective tape I put on the outside of my boat have
stood up well after this treatment.  I have used the perception contact
cement and 3M 90, both worked with good surface preparation.  I have also
used the same technique to apply reflective decals to my bike helmet.
