I think I'd try mounting a 2x6 onto the concrete ceiling using any of the standard concrete anchors (Tap-Cons, etc) available from your local lumber yard/hardware store and then screw the eye-bolts into the board. Might not be very elegant, but it sure would be pretty easy.
