For those who didn't catch NPR last Friday on the way home from work, the DEP, Office of Long Island Sound Programs in Hartford CT has created a map of Coastal Access Sites. They list 256 put-ins, out of about 500 they evaluated. Only 15 sites are closed to non-residents during summer.
  This map is very well done. You can get a copy by calling 860-424-3034 and asking for the CT Coastal Access Guide.
