[Paddlewise] When in Rome - I'd wear a PFD there too

I apologise for the above inaccurate statement - on checking the regulations
again I found it was a mandatory requirement to wear a PFD1 in "open water"
where I live. The reference to 3km (2nm) applied to mandatory requirement
for a VHF marine radio.
