FWIW, the kayakers in Maine were able to prevent a law that would have forced kayakers to use them. The problem is that the long lever arm to the flag makes it an impediment to rolliing. They do sell these for kayaks. They come with a big suction cup thingy as a base that sticks to the deck and bungies attach it to your lifelines. Not very popular, though I have seen them used arounf these parts. I'd prefer to rely on Scotchlite reflective tape on the paddle blades.
